CONCERNING
FEE OF ISSUANCE CERTIFICATE OF ORIGIN FOR EXPORTED GOODS OF INDONESIA

BY GRACE OF THE ALMIGHTY GOD,
THE MINISTER OF TRADE OF THE REPUBLIC OF INDONESIA,

Considering:

a. that Government Regulation of the Republic of Indonesia No. 73/2008 concerning Kinds and Rate of Non Tax State Revenue at the Ministry of Trade, stipulate fee for issuance Certificate of Origin form for exported goods of Indonesia, it is necessary to adjust fee for issuance Certificate of Origin (SKA) form;

b. that based on consideration as intended in paragraph a, it is necessary to stipulate Regulation of the Minister of Trade;

In view of:

11. Presidential Regulation No. 10/2005 concerning Unit of Organization and Duty of Echelon I of Indonesian Ministries as has been amended several times, the latest by Presidential Regulation No. 21/2008;

12. Regulation of the Minister of Trade No. 01/M-DAG/PER/3/2005 concerning the Organization and Workflow of the Ministry of Trade as amended several times, the latest by Regulation of the Minister of Trade No. 34/M-DAG/PER/8/2007;

13. Regulation of the Minister of Trade No. 43/M-DAG/PER/10/2007 concerning The Issuance of Certificate of Origin for Indonesian Export Commodities;

HAS DECIDED:

To stipulate:

REGULATION OF THE MINISTER OF TRADE CONCERNING FEE OF ISSUANCE CERTIFICATE OF ORIGIN FOR EXPORTED GOODS OF INDONESIA

Article 1

In this Ministerial Regulation:

1. Certificate of Origin, hereinafter abbreviated as SKA is document enclosed when Indonesian exported goods enter other country that shows that the goods come from, produced in and/or manufactured in Indonesia.

2. The Agency issues SKA hereinafter abbreviated as IPSKA is agency/board/institution that is decided by Minister of Trade and has authority to issue SKA.

3. IPSKA Official is official who has authority and responsibility to signs SKA, that is stipulated by Directorate General of Foreign Trade, Ministry of Trade.

4. Non Tax State Revenue, hereinafter abbreviated as PNBP is all central government Revenue not from payment of tax.

Article 2

To get SKA, exporter propose application follows provision in the Regulation of the Minister of Trade concerning Issuance of Certificate of Origin for Indonesian Export commodities.

Article 3

SKA is issued by IPSKA Official after SKA form is filled completely and right by the exporter.

Article 4

Fee for issuance of each SKA is Rp 5,000 (five thousand rupiah).

Article 5

Fee for issuance of each SKA as intended in Article 4 is paid after SKA is issued by IPSKA Official as intended in Article 3.

Article 6

(1) IPSKA Official as intended in Article 3 should pay every PNBP from issuance of SKA to PNBP Receiver Treasury account at Secretariat Directorate General of Foreign Trade, Ministry of Trade, Number 103.000.517.0184 at Mandiri Bank, Jakarta Wisma Alia Branch.

(2) All PNBP payments as intended in paragraph (1) should be paid directly by PNBP Receiver Treasury at Secretariat Directorate General of Foreign Trade, Ministry of Trade to the State Account to be managed as PNBP.

(3) IPSKA Official is obliged to submit payment receipt as intended in paragraph (1) by attaching recapitulation of using kinds of SKA form to PNBP Receiver Treasury at Secretariat Directorate General of Foreign Trade, Ministry of Trade with copy to Secretary of Directorate General of Foreign Trade, Ministry of Trade.

Article 7

When this Ministerial comes into effect, Decree of the Minister f Trade and Cooperation No. 155/Kpt/IV/80 concerning Retribution Fee for Issuance of Certificate of Origin Form for Indonesian Export Commodities, is revoked and declared null.

Article 8

This Ministerial Regulation shall come into effect 15 (fifteen) days after stipulation date.

For public cognizance, this Ministerial Regulation shall be published by placing it in the State Gazette of the Republic of Indonesia.
